• Plovdiv municipality contest: the Sport and Youth Activities department of Plovdiv Municipality awards BGN 10,000 (about €5,113) to the best young entrepreneur, BGN 6,000 for second place and two third prizes of BGN 3,000. Applicants are Bulgarian citizens aged 18 to 35 with an address in Plovdiv, and they submit a business plan of up to 25 pages. The 2025 edition drew 28 projects and closed on 7 November 2025 (Plovdiv Municipality). The 2026 edition had not been announced on the city’s site when we checked.
• Fund of Funds (FMFIB): the state manager of EU financial instruments runs an Entrepreneurship Early Stage Fund for pre-seed and seed startups and a Fund for Startups by Students and PhD Candidates, which suits teams from Plovdiv’s universities. You apply through the private managers it selects.
• Vitosha Ventures: invests €100,000 to €1,000,000 at pre-seed, seed and Series A in companies based in or operating through Bulgaria. Since 2020 its first fund, managing €26 million, has backed 107 early-stage startups.

Startups use the EOOD (single-owner limited liability company) or the OOD (two or more founders). You file application form A4 with the founding documents in the Commercial Register of the Registry Agency (Registry Agency). Bulgaria joined the euro area on 1 January 2026 at a fixed rate of €1 = BGN 1.95583 (European Commission). The Registry Agency converted company capital to euro in January 2026, and existing companies must update their founding documents by the end of 2026, with no state fee for that filing (Registry Agency).

What taxes does a startup pay in Bulgaria in 2026?

• Corporate tax: a flat 10%, set nationally. The annual return is filed between 1 March and 30 June of the next year, and the tax is paid by 30 June (National Revenue Agency).
• VAT: 20% standard and 9% reduced (Your Europe).
• VAT registration: compulsory once turnover passes €51,130. You file within 7 days of crossing the threshold (National Revenue Agency).
• Local taxes: Plovdiv Municipality collects local taxes and fees through its own tax service, while profit tax and VAT are national.

Which visa can a foreign founder use to move to Plovdiv?

EU, EEA and Swiss citizens need no visa. Bulgaria has a Startup Visa: a certificate for a high-tech project from the Ministry of Innovation and Growth that opens the way to a long-term residence permit for non-EU founders (Ministry of Innovation and Growth).

• The service is free, and the ministry decides within 30 days. You submit a business plan and a project presentation, plus proof of personal funds of at least three Bulgarian minimum wages held for 30 consecutive days.
• Where they apply, you add an investment contract with a venture fund for at least BGN 100,000 (about €51,130), sales of at least BGN 100,000 over two years, or a patent.
• A Council of Experts from government, science and business reviews each project. The certificate is valid for one year and can be extended for two more years (Ministry of Innovation and Growth).
• Since 2 January 2026, applications go online through the ISUN 2020 system (Ministry of Innovation and Growth).
