Enschede suits technical founders: medtech, chip technology, robotics, sensors and climate tech, the clusters Novel-T and UT build on. • imec.istart.nl: an accelerator run since 2021 with Belgium’s imec that invests €100,000 to €250,000 of pre-seed money per tech startup and calls itself the first investor for many of them.
• Oost NL: the development agency for Overijssel and Gelderland. The Innovatiefonds Overijssel invests €100,000 to €2.5 million in tech companies in high-tech systems, health and life sciences, and the Participatiefonds Oost NL goes up to €5 million. Oost NL takes a minority stake, aims to exit in 5 to 7 years and asks for co-investors in most deals.
• Business Angels Oost NL: 160+ angels with tickets of €50,000 to €350,000.
• National money: the regional VFF Overijssel loan closed in 2025, so founders apply for RVO’s VFF loan of up to €450,000 at 7.19% in 2026, or the Innovatiekrediet for up to 45% of a risky development project.

How do you register a company in the Netherlands?

Founders who plan to raise money set up a BV (besloten vennootschap), the Dutch private limited company. A civil-law notary draws up the deed and registers the BV in the KVK Business Register. The minimum share capital is €0.01 (Business.gov.nl), notary fees run €500 to €1,500, and KVK charges a one-time registration fee of €85.15. A director who is also a major shareholder must draw a salary of at least €58,000 a year in 2026.

What taxes does a startup pay in the Netherlands in 2026?

• Corporate income tax: 19% on profit up to €200,000 and 25.8% above it, with no special startup rate (Belastingdienst). Enschede adds no local profit tax.
• VAT (btw): 21% standard, including software and services, and 9% for food, medicine and books (Belastingdienst).
• WBSO R&D credit: you deduct 36% of the first €391,020 of 2026 R&D wage and costs from payroll tax (50% for starters), then 16% (RVO).

• 30% ruling (expat scheme): a hire recruited from abroad gets up to 30% of salary tax-free. The 2026 salary floor is €48,013, or €36,497 for under-30s with a master’s degree (Belastingdienst). From 1 January 2027 the maximum drops to 27% and the floor rises to €50,436 before indexation; this is already law (Ondernemersplein).

Which visa can a foreign founder use to move to Enschede?

EU and EEA citizens need no permit. Founders from outside the EU apply for the Dutch startup residence permit: one year, €423, and it cannot be extended. You need a contract with a facilitator from RVO’s list, a step-by-step plan, a product or service new to the Netherlands, KVK registration and enough money to live on. Novel-T in Enschede is on that list. Plan for one snag: the regional Startup Visa Netherlands portal for the north-east says it is not actively reviewing new applications, so contact Novel-T or another listed facilitator directly.
