Startups in Abidjan: the short answer

Abidjan is #613 of 1,000 cities in our startup city ranking (StartupBlink 2024 ecosystem scores) and the commercial capital of Ivory Coast (Côte d’Ivoire). Founders register companies at CEPICI, the investment promotion center and its one-stop shop, and build on a French-speaking market tied into the CFA franc zone and OHADA business law. Corporate tax is 25%, rising to 30% for companies in telecoms and ICT, and VAT is 18%. The UK does not advise against travel to Abidjan, and it warns that attacks by Sahel-based groups could happen anywhere, including Abidjan.

Is Abidjan a good place to start a startup in 2027?

Yes, for founders who want a base for French-speaking West Africa and have someone on the team who knows the local market. Abidjan suits:

• Fintech and consumer money apps. Djamo, a money app whose Visa card is issued with BGFIBank and Ecobank Côte d’Ivoire, says 1.5 million people use it in Ivory Coast and Senegal.
• B2B software and services for the banks, telecoms and trading companies of the commercial capital.
• Digital startups with at least a year of revenue, the entry ticket for the government’s Ivoire Tech Next 15 program.

It suits founders less if they work only in English, expect a deep local venture capital market, or plan field operations in the far north. The UK advises against all travel within 40 km of the Burkina Faso and Mali borders, to the northern Zanzan and Savanes areas and to Comoé National Park.

What does the Abidjan startup ecosystem look like?

Corporate programs and a government digital ministry set the pace. Here is who to know:

• The Orange Digital Center Côte d’Ivoire opened in Abidjan in October 2021. On 1,200 m² it brings together four free programs: the Orange Digital Academy coding school, a FabLab Solidaire, the Orange Fab accelerator and the Orange Ventures Africa investment fund.
• The Ministry of Digital Transition runs the Programme d’Accompagnement et de Développement des Startups (PADS). Its director told the government’s bilan site in May 2026 that a labeling committee awards an official startup label with tax and customs advantages, and that the ministry has sent 10 startups to Silicon Valley and 10 to Japan, with about 20 planned for VivaTech in Paris.
• The Ivoire Tech Forum, the ministry’s startup fair modeled on VivaTech, held its first edition in July 2025.

Where do founders in Abidjan find funding?

Equity is scarce, so founders combine programs, corporate money and grants:

• Ivoire Tech Next 15 and Ivoire Tech Scale Up, launched on 29 July 2026 by the digital ministry, according to the government portal. They support 15 startups and 15 digital SMEs for 24 months, with access to financing, markets and skills through the state, donors, large groups and investors. Next 15 requires a head office in Ivory Coast, at least one year of activity, growing revenue and up-to-date tax and social filings. Scale Up asks for 3 to 5 closed financial years, at least 75% Ivorian-held capital, average revenue of FCFA 500 million, 65% of it digital, and 10 or more employees. The 2026 window closed on 13 September, so watch for the next one.
• Orange Fab and Orange Ventures Africa, through the Orange Digital Center.
• Tony Elumelu Foundation, which gives USD 5,000 in non-returnable seed capital to entrepreneurs across all 54 African countries.
• FAFCI for women entrepreneurs (see below).

How do you register a company in Ivory Coast?

Ivory Coast applies OHADA company law, so startups use the SARL (limited liability company) or the SAS (simplified joint-stock company). Everything runs through the Guichet Unique of CEPICI in Abidjan:

• Statutes: for a SARL they are signed as a private deed, with no notary, and CEPICI publishes free model statutes, according to its FAQ.
• Cost: CEPICI’s FAQ puts a SARL at FCFA 15,000 when the office lease is already registered and the activity needs no special code. Registering a lease costs 2.5% of the rent over the lease period plus FCFA 500 stamp duty per page, per the Service Public procedure. An importer code costs FCFA 30,000.
• Timing: files handed in between 8 and 11 am are ready the same day from 3 pm, says the FAQ of 225invest, the government’s online portal for investor services.
• Criminal record: the manager can sign a sworn statement and hand in the record within 75 days of registration.

Confirm fees with CEPICI before you file, since the Service Public page dates from 2016.

What taxes does a startup pay in Ivory Coast in 2026?

From the tax authority’s guide Impôts et taxes en Côte d’Ivoire, 2025 edition, updated for the 2025 tax annex:

• Corporate income tax: 25%. Companies in telecoms and information and communication technology pay 30%, so ask the DGI whether your software business falls under that line.
• Minimum tax (IMF): 0.5% of turnover including taxes, with a minimum of FCFA 3 million and a maximum of FCFA 35 million under the normal regime.
• Small business regimes by turnover: the TEE at 4% or 5% of turnover for FCFA 5 million to 50 million, the microenterprise regime (RME) at 6% for FCFA 50 million to 200 million, the simplified real regime from FCFA 200 million to 500 million, and the normal regime above that.
• VAT: 18%, with a reduced 9% rate on listed goods such as milk and infant formula.
• Startup label: labeled startups get tax and customs advantages under PADS. The ministry had not published the detailed list when we checked, so ask before you count on them.

Parliament adopted the 2026 budget with a tax annex of 41 measures, the finance ministry reports. The 2027 tax annex had not been published when we checked.

Which visa can a foreign founder use to move to Abidjan?

Ivory Coast has no startup or founder visa. Citizens of ECOWAS countries enter without a visa. Others apply for an e-visa at least 10 working days before travel and collect it on arrival at Abidjan airport, the UK entry advice says, and everyone needs a yellow fever certificate. For a long stay as a company manager, ask the Ivorian embassy in your country which residence document applies to you.

What does Abidjan offer women founders?

The Fonds d’Appui aux Femmes de Côte d’Ivoire (FAFCI) lends to women with income-generating activities. For International Women’s Day 2026, First Lady Dominique Ouattara added FCFA 500 million to the fund for the women of Abobo, an Abidjan commune, the government reports. The Orange Foundation’s Maisons Digitales support vulnerable women entrepreneurs, according to Orange’s program page. The Ivoire Tech programs and the Tony Elumelu Foundation are open to women-led startups too, and we found no women-only venture fund based in Abidjan.

Is Abidjan safe for founders in 2026?

The UK does not advise against travel to Abidjan. It warns that attacks could occur anywhere in Ivory Coast, including Abidjan, that armed break-ins and street hold-ups happen, and that demonstrations come up around elections.

How long does it take to register a company in Abidjan?

CEPICI’s FAQ says a file handed in at its one-stop shop between 8 and 11 am is ready the same afternoon. A SARL needs no notary, and the base fee is FCFA 15,000 when your lease is already registered.

What is the corporate tax rate in Ivory Coast?
